The Data Office promotes three new UNE standards to boost the data economy in Spain

  • They can be used to set up common processes applicable to the data assets of any organization throughout their life cycle, maximizing their value by applying a structured, managed, consistent and standardized approach.

Madrid, 3 April 2023 - The Data Office, part of the Secretary of State for Digitization and Artificial Intelligence of the Ministry of Economic Affairs and Digital Transformation, is promoting the development of three new UNE specifications on data governance, management and quality within the Spanish Association for Standardization, UNE, to boost the data economy and the digital and social transformation of Spain.


The specifications UNE 0077 Data governance, UNE 0078 Data management, and UNE 0079 Quality management, will provide a solid foundation for the deployment of the data economy in public and private entities, within the framework of the 2026 Digital Spain Strategy.


These standards have been developed as part of the Spanish Government's efforts to create the legal, political and financing environment that supports the deployment of the data economy, through the various initiatives detailed in the 2026 Digital Spain strategy. As part of these efforts, the Data Office, which is responsible for stimulating the sharing, management and use of data throughout all the production sectors of Spanish economy and society, has sponsored, promoted and participated in the development of these UNE Specifications within the Spanish standardization body.


These UNE standards can be used to set up common processes applicable to the data assets of any organization throughout its life cycle, maximizing their value by applying a structured, managed, consistent and standardized approach to any activity, operation and service that involves data. Steps must be taken to ensure that data is defined, created, stored, maintained, accessed and used (data management) by means of a data strategy that is consistent with organizational strategies (data governance), and that the data used is suitable for the intended purpose (data quality management).


The UNE 0077:2023 specification describes the creation of a data governance model that manages and controls how an organization uses data such that it contributes to the proper performance of the organization by obtaining the most value from the data while reducing the risks associated with its use. It is therefore strategic in nature, while data management is geared towards materializing the objectives defined in the strategy.


The UNE 0078:2023 specification covers aspects relating to all the activities aimed at guaranteeing the successful delivery of relevant data, with quality levels that are adequate for the agents involved throughout the data life cycle. It underpins the business processes contained in the organizational strategy and follows the data governance guidelines, in accordance with the principles of data quality management.


The UNE 0079:2023 specification addresses the set of activities aimed at ensuring that the data has the quality needed to satisfy an organization's strategy, which will allow it to maximize the data's potential through the organization's business processes.


These standards have been developed as part of Spanish and European data strategies. The creation of a single shared data market is a key element in the European Commission's strategy, as defined in its communication "A European strategy for data", published in February 2020. In this strategy, the Commission sets out as its objective the promotion of the data economy in a way that reflects European values of self-determination in the sharing of data (sovereignty), confidentiality, transparency, security and fair competition.


Beyond its power as a tool for business, data has great potential to transform society. Data and its essential role in the development of disruptive technologies, such as Artificial Intelligence, is the differentiating factor in an industrial and technological revolution that will allow us to consolidate a more just and inclusive digital economy, one that is in keeping with the Sustainable Development Goals and the 2030 Agenda.
