The Spanish Association for Standardization, UNE, and the Spanish Metrology Centre (CEM) held an Information Session on 8 November to give details of the initiative promoted by the CEM to develop a UNE Standard for vehicle emission remote sensing instruments. This pioneering national standard, which is expected to be published towards the end of 2024, arises from the requirement suggested by councils of cities with more than 50,000 inhabitants and may be of great use for Low Emission Zones (LEZ) in cities.
The aim of the initiative is to harmonise this type of instrument in Spain, and develop a basis for future regulation in this area. Specifically, the future standard will establish the requirements and methods for testing remote sensing systems for motor vehicle exhaust emissions, and will serve to give presumption of conformity with the essential requirements established in a potential amendment of Order ICT/155/2020 of 7 February, which regulates the metrological control of the State of certain measuring instruments and includes a specific annex on this type of instrument. Technical standards are a useful tool for public administrations in the deployment of public policies and development of regulations.
During this event, the initiative was explained in detail and information was provided about the steps needed to create and run a working group to draft the future standard.
Salustiano Ruiz González, the Director of the Energy, Environment and Health Metrics Division at the CEM, attended the event. Iván Moya, Director of Sectoral Transformation at UNE; and Iker Iñigo, Metrology Project Manager at UNE.
