With the entry into force on 22 January 2024 of the certification of Personal Mobility Vehicles (PMV) by the DGT, manufacturers have to ensure that these vehicles meet the necessary quality and safety requirements to be able to market them.
This certification is based on the PMV characteristics manual approved by the DGT and published in the BOE-A-2022-987 dated 12 January 2022, in which the following standards are referenced:

UNE-EN 15194: 2018 Cycles. Cycles with electric assistance. EPAC bicycles. This standard specifies the requirements and test methods relating to motor power management systems, electrical circuits including the charging system, for the design and assembly of electrically assisted bicycles.

UNE-EN 17128:2020 Light motorised vehicles for the transport of persons and goods and related facilities and not subject to approval for road use. Personal light electric vehicles (PLEVs). Safety requirements and test methods. Refers to the safety requirements, test methods, marking and information relating to PLEVs to reduce the risk of injury to both third parties and the user during use, i.e. when used as intended and under conditions of misuse reasonably foreseen by the manufacturer.
