Standards for the National e-Competence Framework

The Spanish Association for Standardization, UNE has published the report Standards for the National e-Competence Framework to promote the implementation of this Framework, drawn up by the Government of Spain, and to facilitate digital transformation in both organisations and society. There are seven UNE Committees that draw up standards focused on ICT professionalisation and competences and on the digitalisation and quality of education.

The National Framework, which is part of the 2025 Digital Agenda for Spain, includes seven lines of action and 16 measures for an effective digital transformation, with professional profiles and a focus on education and citizenship to avoid exclusion and the digital divide. With a view to achieving these targets, UNE has prepared this report on standards to "specify the technical requirements and define the security, quality and interoperability criteria, among others, with the work of experts", explained Paloma García, director of Standardisation Programmes and Interest Groups at UNE.

One of the principal axes is to achieve the maturity of the ICT profession in all sectors, for which the different committees are working on standardising the language and competences and on cybersecurity and data protection systems and ethical codes, among other areas.

In recent years, and accelerated by the COVID-19 pandemic, the profiles most in demand have been shifting towards a greater interest in more technical professionals, with strong knowledge of technology and the digital world. This is reflected in the World Economic Forum's Future of Jobs Report, which also suggests how this demand has penetrated all sectors and industries.

Consequently, the digitalisation of education and the development of digital competences embedded in the education system are essential. In this regard, UNE works to standardise information technology for training, the quality of educational services and management systems according to market needs. Furthermore, the quality of e-learning is another key factor and a specific CTN is working to ensure that the increase in supply is accompanied by an improvement in identification and management systems that increase transparency and confidence in the market, enabling it to meet and satisfy the needs of demand.
