​El Programa PRACAMS, financiado por la Unión Europea (UE), tuvo una dotación total de 25 millones de euros y fue ejecutado por la S​ecretaría de Integración Económica Centroamericana (SIECA).​

Its overall objective was to contribute to the greater regional integration of Central America (CA) in terms of its Quality Systems and the corresponding application of Health and Phytosanitary Measures (MSF) and, as a specific objective, to improve access for Central American products to intra- and extra-regional markets by promoting the creation of a Regional Quality System (SRC) and the application of internationally recognised Health and Phytosanitary Measures through regional networks.

The Technical Regulations (RT) and Standards (N) are the main pillar of the Quality Infrastructure, as they constitute the base that supports the reliability and confidence necessary to enable products and services to access international markets, as well as to guarantee the health of internal consumers.

The Programme proposed the creation of networks involving all the institutional actors to structure and support homogeneous levels of regional development aimed at achieving and strengthening national abilities, cooperation between countries and the processes of regional integration and opening up to international markets. El recurrir a redes institucionales permitió, además, optimizar los recursos y hacer más efectivas las acciones de armonización, homologación, reconocimiento mutuo y, en último término, puestas en común de los instrumentos y mecanismos regionales.​​​

PRACAMS has been a benchmark cooperation programme in Central America, both for its success in achieving its planned objectives and for its management and relationship with its beneficiaries. It carried out more than 1400 activities in the various countries of the region; more than 15,000 beneficiaries participated and it made a key contribution to the institutional strengthening of the Quality Infrastructure institutions and organisations. It also provided significant support to the private sector, including cocoa, yucca, plants (foliage), honey, prawn and leather producers, as well as small and medium-sized businesses.

Special attention was paid to the relationship between quality management and environmental regulations, particularly in relation to trade. Likewise, attention was paid to gender sensitivity and the possible interaction between these aspects and matters of regional security.

This project has been a watershed for AENOR in terms of its participation in international technical support projects.

Los conocimientos de AENOR en materia de infraestructura de la calidad, comercio internacional, eliminación de barreras técnicas, y evaluación de conformidad han hecho que el personal de UNE Y de AENOR participara intensamente a lo largo de los cinco años de proyecto. AENOR, como socio del consorcio liderado por la alemana GFA y en compañía de ACE, desarrollo gran parte de las actividades relacionados con la normalización y la evaluación de la conformidad acreditación y metrología en los seis países de la región. AENOR staff have been in Central America for more than 1700 working days, which is the equivalent of posting two people there permanently for four years. The relationships established between UNE and the quality infrastructure organisations in each of the countries of Central America are not ending with the completion of the project, but will remain open as a communications channel between each side of the Atlantic.

 

El PRACAMS ha supuesto un avance importante en el fortalecimiento de la IC y las MSF en la región, y en materia de Regulación Técnica (RTA) y Normalización (N) se han logrado resultados muy significativos. Sin embargo, estos resultados por sí solos no serán sostenibles si no se les da continuidad y apoyo en el futuro.​​​​
